Is Paraguay easy to immigrate to?
Yes. Paraguay is one of the most accessible countries in Latin America for foreigners. According to the Migration Law N° 6984/2022, the process begins with temporary residency (up to 2 years), followed by permanent residency, and after 3 years of residence you may apply for naturalization. With proper guidance, the residency process can be completed in a surprisingly short timeframe.
Paraguay citizenship by investment
No. Paraguay does not offer direct “citizenship by investment.” Nationality is only granted through residence, as established in the Constitution of Paraguay (Art. 148–150). However, foreigners can apply for investment residency through SUACE (Decreto 1039/18) by presenting a project with a recommended minimum of 70,000 USD investment, which leads directly to permanent residency and eventually citizenship after 3 years of living in Paraguay.
Paraguay residency by bank deposit
No. The old option of obtaining permanent residency by depositing 5,000 USD in a Paraguayan bank account was eliminated under Migration Law 6984/22. Today, the primary legal route is through temporary residency first, then permanent.
